Bogen blev skrevet under 2. verdenskrig og udkom i 1945, men blev først en succes sidst i 1950'erne.Kammerat Napoleon er en satirisk allegori over totalitarismen i Sovjetunionen. Orwell baserede de større hændelser i bogen på, hvad der skete i Sovjetunionen under Josef Stalin. Orwell, der var demokratisk socialist, var kritiker af Stalin og mistænksom over for den Moskva-styrede stalinisme efter sine oplevelser under Den spanske borgerkrig.
